GETTYSBURG, Pa. (AP) ? As re-enacted war raged several miles away, tourists strolled a commercial strip of Gettysburg to survey T-shirts, hats and other trinkets to commemorate the 150th anniversary of the Civil War's pivotal battle.

More than 200,000 people ? including thousands of re-enactors ? are expected to visit this small south-central Pennsylvania town through Fourth of July weekend to mark the milestone.

And it's a prime opportunity for vendors to make some money.

Sightseers can pick up one of the many incarnations of "150th Anniversary" T-shirts at stores along about a two-block stretch of one of the main drags in town, Steinwehr Avenue, less than a quarter-mile from the Gettysburg National Military Park. One store, in between two shops that promote ghost tours, had "Army of the Potomac" and "Army of Northern Virginia" athletic department shirts among offerings hanging on its porch.

A few visitors said they aren't comfortable with the consumerism in town.

"I don't like the commercialism. I think they can do a lot less of it," said Richard Gow, 65, of Binghamton, N.Y. Dressed sharply in a gray uniform, Gow was portraying noted Confederate Gen. Lewis Armistead outside the American Civil War Wax Museum.

Then Gow ? himself a U.S. Army veteran who served during Vietnam ? looked toward the battlefield, just down the road. That is where the self-proclaimed Civil War buff, who said his family ties trace back to Confederate Major Gen. John Gordon, said visitors can find what's really important.

"It's the grounds," he said reverentially, referring to the fields and hills where up to 10,000 Union and Confederate soldiers died in the Civil War's pivotal conflict. "It's an honor to be here."

Federal forces turned away the Confederates during fierce fighting on July 1-3, 1863, ending with the South's ill-fated Pickett's Charge across an open field against Union soldiers.

But making money on Gettysburg isn't new. In fact, profiteers went out to scour the battlefield, after the fighting was over, to search for relics to sell, said Peter Carmichael, professor of history at Gettysburg College.

Soon after the war, a brothel was established on Little Round Top, the hill that was the sight of key fighting later made famous in the 1974 Pulitzer Prize- winning novel, "The Killer Angels," and the 1993 movie "Gettysburg." That's long gone, too, with the National Park Service overseeing the land now.

"The battlefield in many ways is much less commercialized than it once was," Carmichael said Saturday.

George Lomas, owner of The Regimental Quartermaster store on the busy commercial strip said he's been gearing up for this week for months. His business primarily attracts re-enactors looking to buy period military jackets, shirts and belts along with bayonets and muskets.

Smaller tables near the front door carried 150th anniversary T-shirts and more kitschy items like a pen shaped like a mini-drumstick inscribed with "Civil War."

Re-enactors have been streaming in this week, Lomas said, but he also sells items for tourists.

When asked about people who may think Gettysburg is too commercialized, Lomas said, "That happens. That's business. I don't think it's over-commercialized. Of course, I'm prejudiced."

He noted how a stretch of road along the actual battlefield actually became less commercialized. He was referring to the Park Service's efforts in recent years to rehabilitate major areas of the battlefield to make it better resemble the territory soldiers encountered 150 years ago.

One of the changes involved removing a motel that that once stood across the street from a monument for Ohio soldiers. The rehabilitation process grew out of a master plan in 1999 that didn't set the 150th anniversary as a deadline ? though park officials say it was a welcome and timely coincidence.

The Killer Angels, written by Michael Shaara, and the Gettysburg movie have been credited with increasing interest in the war in recent decades. Shaara died in 1988.

His son, Jeff, himself a bestselling author whose "Gods and Generals" was the 1996 prequel to his father's classic, was signing books at the wax museum Saturday morning. He said he saw commercialism as a way to help the community pay for the taxes that in turn paid for infrastructure.

Shaara said other scenes in and around Gettysburg this anniversary week had to be taken into account, like lines of Boy Scouts eagerly going through the National Park Visitors Center; or dedicated history buffs wearing wool uniforms on a sunny summer afternoon marching in detailed formations to recreate the fighting.

"There are a myriad of draws of why people come here. The commercialism? We're a capitalist society. You're free to open a store and sell whatever it is you want to sell," he said. "But to me, it doesn't destroy what's here. It's sort of a necessary part of it."

Many other visitors said modern Gettysburg strikes the appropriate balance between capitalizing on its notoriety and paying reverence to the conflict: No amusement parks, no roller coasters.

"This kind of brings history alive," said Dave Gish, 54, a pastor from Wilton, Conn., who took photos of a re-enactment between Union and Confederate cavalry featuring hundreds of horses. "It's the kind of thing where this is pretty much what you're coming for."

Bombs target football players, spectators in Iraq

BAGHDAD (Reuters) - Bombs targeting football players and young men who had gathered to watch a match in Iraq killed seven people on Saturday.

A roadside bomb in a busy market killed another three people, bringing the death toll to 10, police and medics said.

The violence is part of a trend of increasing militant attacks since the start of the year, which claimed more than 1,000 lives in May alone, making it the deadliest month since the sectarian bloodletting of 2006-7.

In recent days, men playing in local football fixtures and watching matches have been the targets - after spates of attacks on both Sunni and Shi'ite mosques and the security forces.

The reason behind the attacks on football players and spectators is not clear.

Police and medics said the bomb was planted inside a coffee shop in central Baghdad and killed four young men who had gathered to watch an under 20s international match between Iraq and Chile on television.

Twin roadside bombs exploded near a football stadium, killing three players in Muqdadiya, 80 km (50 miles) northeast of the capital, and the blast in the market left a further three people dead in a town west of Baghdad, police said.

Earlier this week, twin blasts at a neighbourhood football stadium killed five players and two blasts tore through cafes where scores of young men had gathered to watch another match, killing eight people.

Concerns that Iraq may lapse back into full-scale sectarian conflict have mounted in recent months amid tensions fuelled by the civil war in neighbouring Syria, where mainly Sunni rebels are fighting to overthrow a leader backed by Shi'ite Iran.

Sunni insurgents including al Qaeda's Iraqi affiliate have been regaining ground, recruiting from the country's Sunni minority, which resents Shi'ite domination since the U.S.-led invasion that toppled former dictator Saddam Hussein in 2003.

China National Petroleum Corp (CNPZ). plans to pay about $5 billion for a stake in Kazakhstan?s biggest oil field, people with knowledge of the matter said.

CNPC is planning to acquire 8.33 percent in the Kashagan project from state oil company KazMunaiGaz National Co., two of the people said, asking not to be identified before the deal is public. An announcement may be made as soon as next week, two of the people said.

KazMunaiGaz will maintain its holdings in Kashagan, due to start production in September, by exercising an option to acquire 8.4 percent of the project from ConocoPhillips, the people said. While Conoco agreed to sell to India?s Oil & Natural Gas Corp. (ONGC) last year, as the state oil company KazMunaiGaz has the right to step in and buy the shares.

CNPC?s largest foreign acquisition will deepen Kazakhstan?s relationship with China as the start of production at Kashagan, eight years late and at double the original cost, boosts oil exports. A pipeline linking Kazakhstan and China opened in 2006 and is being expanded to 400,000 barrels a day from 240,000 barrels a day.

Li Runsheng, CNPC?s Beijing-based spokesman, didn?t answer three calls to his office. Officials at KazMunaiGaz and the Kazakh government declined to comment immediately and asked for written questions. ONGC Chairman Sudhir Vasudeva didn?t answer two calls to his mobile phone seeking comments.

After KazMunaiGaz completes both deals it will have a stake of 16.88 percent of the Kashagan project, one of the people said. Exxon Mobil Corp (XOM)., Royal Dutch Shell Plc (RDSA), Total SA (FP) and Eni SpA (ENI) hold 16.81 percent each. Japan?s Inpex Corp (1605). has 7.56 percent.

Kashagan, a Caspian Sea field slated to produce as much as 370,000 barrels of oil a day, will cost $48 billion, double early estimates.

The deal will be CNPC?s largest overseas acquisition, overtaking a $4.2 billion deal earlier this year to buy a stake in gas fields in Mozambique from Italy?s Eni.

Kazakh President Nursultan Nazarbayev said on June 27 that the country is studying whether to buy Conoco?s stake in Kashagan, according to his website.

Gay marriage: In states, a hodgepodge lies ahead

Across the country, this week's landmark Supreme Court rulings on same-sex marriage have energized activists and politicians on both sides of the debate.

Efforts to impose bans ? and to repeal them ? have taken on new intensity. Likewise a spate of lawsuits by gays demanding the right to marry.

The high court, in two 5-4 decisions Wednesday, opened the way for California to become the 13th state to legalize gay marriage. It directed the federal government to recognize legally married same-sex couples.

But the rulings did not impose a nationwide right for gays to marry. They set the stage for state-by-state battles over one of America's most contentious social issues. Already, some of those battles are heating up.

World stocks boosted by Japan, US indicators

BANGKOK (AP) ? World stock markets were boosted Friday by encouraging indicators from Japan and further proof that the U.S. economy is on the upswing.

Reports showing improved consumer spending, a jump in pending home sales and a drop in jobless claims emboldened investors to dive into riskier assets such as stocks. Wall Street posted its third-straight gain of the week.

Japan got a dose of upbeat economic news when the government said industrial production rose 2 percent in May from April, the fourth straight monthly increase, while the most-watched consumer price index stopped falling for the first time in seven months. Japan's Nikkei 225 index surged 3.5 percent to 13,677.32.

In early European trading, Britain's FTSE 100 rose 0.1 percent to 6,249.19. Germany's DAX was nearly unchanged at 7,987.27. France's CAC-40 fell 0.3 percent to 3,752.23. Wall Street was poised for gains. Dow Jones industrial futures gained 0.3 percent to 14,977 while S&P 500 futures advanced 0.3 percent to 1,611.70.

Investors were also encouraged by comments from key U.S. Federal Reserve officials. The president of the New York branch of the Fed said the central bank would likely keep buying bonds if the economy failed to grow at the pace expected. Jerome Powell, a member of the Fed's board in Washington, said investors appear to have incorrectly concluded that the Fed will taper its purchases soon.

That brought a sign of relief to markets fearing that a pullback by the Fed would deflate stock and commodity markets, where investors have turned due to the low interest rates created by the bond buying program.

Hong Kong's Hang Seng advanced 1.8 percent to 20,803.29 while mainland Chinese shares also rose as fears eased of a credit crunch in China, analysts said. The Shanghai Composite Index gained 1.5 percent to 1,979.21, while the smaller Shenzhen Composite Index edged up less than 0.1 percent to 887.68.

The central bank had allowed rates that banks pay to borrow from each other to soar last week, part of an attempt by Beijing to clamp down on massive credit in the informal lending industry. Later, however, when Chinese policymakers softened their stance with the promise to provide "liquidity support" if needed.

The central bank's action was "good for the future because it makes merchant banks turn more market-driven and do more prudent lending," said Linus Yip, strategist at First Shanghai Securities in Hong Kong.

Elsewhere, South Korea's Kospi added 1.6 percent to 1,863.32. Australia's S&P/ASX 200 fell 0.2 percent to 4,802.60

Among individual stocks, Japan's Sharp Corp. soared 8.1 percent after announcing it will set up a joint venture with in China with liquid crystal display panel maker Nanjing China Electronics Panda Group Corp., Kyodo News reported. Panasonic gained 7.6 percent. Nintendo added 6.7 percent.

New York stocks got a substantial boost Thursday by the National Association of Realtors, which reported that its seasonally adjusted index for pending home sales rose 6.7 percent last month. That's the highest level since December 2006. Separately, the U.S. Commerce Department said consumer spending rose 0.3 percent last month, nearly erasing a similar decline in April. Income rose 0.5 percent.

Benchmark oil for August delivery was up 62 cents to $97.67 per barrel in electronic trading on the New York Mercantile Exchange. The contract rose $1.55 a barrel to close at $97.05 on the Nymex on Thursday.

In currencies, the euro rose to $1.3051 from $1.3049 late Thursday in New York. The dollar rose to 98.89 yen from 98.36 yen.

US agency sues Corzine over failure of MF Global

(AP) ? Jon Corzine once saw a boutique brokerage called MF Global as his best hope to rescale the heights of Wall Street he'd once occupied as head of Goldman Sachs.

Now, MF Global is bankrupt. And Corzine faces a lifetime ban from the futures industry.

On Thursday, federal regulators sued Corzine, a onetime U.S. senator and governor of New Jersey. They allege that he was responsible for the misuse of customer money while CEO of MF Global, which collapsed in 2011.

A civil lawsuit filed in Manhattan by the Commodity Futures Trading Commission seeks to restrict Corzine's ability to trade investments and demands he pay unspecified penalties.

The suit charges that MF Global violated U.S. laws in the weeks before it collapsed by using customer funds to support its own trading operations. About $1.2 billion in customer money vanished when the firm collapsed.

Corzine bore responsibility for the unlawful acts by MF Global because he controlled the firm and its holdings and "either did not act in good faith or knowingly induced these violations," the lawsuit says.

In a conference call with reporters, CFTC Enforcement Director David Meister said Corzine failed to do enough to "prevent the firm from dipping into customers' funds to stay afloat."

MF Global has agreed to pay a $100 million penalty as part of a settlement announced Thursday. The money will come from bankruptcy proceedings.

Corzine has disputed the allegations by the CFTC, which regulated New York-based MF Global. He did so again Thursday through his lawyers.

"Mr. Corzine did nothing wrong, and we look forward to vindicating him in court," attorney Andy Levander said in a statement.

James Giddens, the court-appointed trustee overseeing MF Global's bankruptcy, called the settlement with the CFTC "appropriate." He said the $100 million penalty will be paid only after the firm's customers and creditors have received all their claims.

The CFTC also filed civil charges against Edith O'Brien, the firm's former assistant treasurer. Last year, O'Brien was summoned to a congressional hearing into what happened in MF Global's final days. She declined to answer questions, invoking her Fifth Amendment right against self-incrimination.

Attorneys for O'Brien didn't immediately return a call seeking comment Thursday.

The lawsuit seeks to bar Corzine and O'Brien from working for any firms that trade commodities or other investments regulated by the CFTC. Corzine and O'Brien would also be barred from trading any such investments on their own. They could still trade stocks and bonds.

Thursday's lawsuit is striking in that regulators have seldom charged individuals with financial crisis-era misdeeds. They have instead imposed fines and penalties against companies, often with no one having to admit blame.

Nearly 90 percent of the money belonging to the firm's U.S. customers has been recovered. Many farmers, ranchers and business owners used futures contracts through MF Global to hedge their risks against fluctuating crop prices. A futures contract allows someone to agree with someone else to buy or sell something ? corn, say, or gold ? at a set price at some point in the future.

The CFTC need not show in court that Corzine personally authorized the use of customer money, said Anthony Sabino of the New York law firm Sabino & Sabino, which specializes in white-collar crime. Top executives can be liable for "failure to maintain internal controls" or "failure to supervise," Sabino said.

Under a 2002 anti-corporate fraud law ? which Corzine co-wrote as a U.S. senator ? CEOs of public companies must personally certify the accuracy of their company's financial statements.

"When the Titanic went down, you didn't blame the cook; you didn't blame the guy in the engine room," Sabino said. "You blamed the captain. And Corzine is the captain of the ship called MF Global."

The CFTC has "a very substantial case" against Corzine and MF Global, Sabino said.

Robert Mintz, a former federal prosecutor, predicted that Corzine and the CFTC would eventually settle but not before a drawn-out battle.

That the CFTC filed suit against such a major defendant signals confidence that they have a strong case, he suggested.

"A defeat in a case like this, in such a high-profile setting, would come at some cost to the reputation of the agency," said Mintz, now at McCarter & English in New Jersey.

It isn't clear how much money Corzine is worth. He spent roughly $100 million of his fortune to win a U.S. Senate seat and the New Jersey governorship. In 2005, the last full year that he was a U.S. senator, he was estimated to be worth between $125 million and $175 million.

MF Global sought bankruptcy protection in 2011 after a disastrous bet on European countries' debt. Under Corzine's leadership, the firm bet $6.3 billion on bonds issued by Italy, Spain and other nations with deeply troubled financial systems. Those bonds plummeted in value in the weeks before MF Global's failure as fears intensified that some European countries might default.

The firm's $41 billion bankruptcy was the eighth-largest in U.S. history. It was also the first collapse of a Wall Street firm since the 2008 financial crisis ended. Critics have long complained that regulators have failed to aggressively pursue much bigger financial firms, whose high-risk bets nearly toppled the financial system.

Corzine, 66, had been a CEO of Wall Street powerhouse Goldman Sachs before entering politics in 2000. He served as a Democratic U.S. senator from New Jersey and later governor of the state. He took the top job at MF Global in March 2010 after losing his 2009 bid for re-election as governor to Chris Christie.

MF Global was a small commodities broker when Corzine arrived. His vision was to transform the firm into a full-scale investment bank, similar to Goldman. The CFTC's lawsuit says he sought to do so by generating revenue from aggressive trading strategies.

The plan worked for a while even as the firm's investments grew increasingly risky, the lawsuit said. In the second half of 2011, its investments put heavy strains on its cash flow and capital. By October 2011, the lawsuit says, sources of cash were drying up.

Corzine and other employees communicated with one another, by email and sometimes on recorded phone lines, about the firm's "dire situation," the lawsuit says.

It says a treasurer of the firm's parent company, MF Global Holdings Ltd., told a chief financial officer and another employee in a recorded conversation on Oct. 6, 2011, that "we have to tell Jon that enough is enough. We need to take the keys away from him."

Corzine "disparagingly nicknamed the Global treasurer 'the Gravedigger,'" the lawsuit says

Corzine stepped down as MF Global chief in November 2011, a few days after the firm filed for bankruptcy protection.

Three reports on MF Global's collapse, by a House panel and two court-appointed trustees, placed most of the blame on Corzine. It said his risky strategies caused the failure.

Shareholders of MF Global have sued Corzine and other top managers. The investors say they lost about $585 million in just a week as the firm foundered. They accuse MF Global and the executives of making false and misleading statements about the firm's financial strength.

Giddens, the trustee, also joined a lawsuit filed by MF Global customers against Corzine and the other top executives.

Corzine testified at three hearings of House and Senate committees in December 2011 after lawmakers subpoenaed him. It was a rare sight in Washington: A former member of Congress being called by former colleagues to testify publicly about potential violations of law.

Corzine's testimony offered little to satisfy lawmakers or MF Global customers who lost money. Yet his explanations would be hard to disprove, legal experts said.

He said he never intended to "misuse" client money or to order anyone else to do so. Corzine also rebuffed an assertion that he knew about customer money that might have been transferred to a European affiliate just before MF Global collapsed.

O'Brien, the former assistant treasurer, was subpoenaed to testify at a hearing last year about an email she sent that appeared to contradict testimony from Corzine. The email said Corzine ordered a transfer of customer money to cover an overdraft in the firm's bank account in London.

"On the advice of counsel," she told Congress, "I respectfully decline to answer based on my constitutional right."

Babies can read each other?s moods, study finds

June 27, 2013 ? Although it may seem difficult for adults to understand what an infant is feeling, a new study from Brigham Young University finds that it's so easy a baby could do it.

Psychology professor Ross Flom's study, published in the academic journal Infancy, shows that infants can recognize each other's emotions by five months of age. This study comes on the heels of other significant research by Flom on infants' ability to understand the moods of dogs, monkeys and classical music.

"Newborns can't verbalize to their mom or dad that they are hungry or tired, so the first way they communicate is through affect or emotion," says Flom. "Thus it is not surprising that in early development, infants learn to discriminate changes in affect."

Infants can match emotion in adults at seven months and familiar adults at six months. In order to test infant's perception of their peer's emotions, Flom and his team of researchers tested a baby's ability to match emotional infant vocalizations with a paired infant facial expression.

"We found that 5 month old infants can match their peer's positive and negative vocalizations with the appropriate facial expression," says Flom. "This is the first study to show a matching ability with an infant this young. They are exposed to affect in a peer's voice and face which is likely more familiar to them because it's how they themselves convey or communicate positive and negative emotions."

In the study, infants were seated in front of two monitors. One of the monitors displayed video of a happy, smiling baby while the other monitor displayed video of a second sad, frowning baby. When audio was played of a third happy baby, the infant participating in the study looked longer to the video of the baby with positive facial expressions. The infant also was able to match negative vocalizations with video of the sad frowning baby. The audio recordings were from a third baby and not in sync with the lip movements of the babies in either video.

"These findings add to our understanding of early infant development by reiterating the fact that babies are highly sensitive to and comprehend some level of emotion," says Flom. "Babies learn more in their first 2 1/2 years of life than they do the rest of their lifespan, making it critical to examine how and what young infants learn and how this helps them learn other things."

Flom co-authored the study of 40 infants from Utah and Florida with Professor Lorraine Bahrick from Florida International University.

Flom's next step in studying infant perception is to run the experiments with a twist: test whether babies could do this at even younger ages if instead they were watching and hearing clips of themselves.

Is a constitutional reset the answer to Brazil protester demands?

Brazil's Constitution was created in 1988 following years under a military dictatorship. This week, President Rousseff proposed a referendum on a constitutional assembly to create sweeping political reform.

In an effort to end the widest series of street protests Brazil has seen for decades, President Dilma Rousseff made a vague offer of sweeping changes to the country's 25 year old Constitution. But whether her gambit will work, or meaningful changes will be made, remain open questions.?

The proposal to hold Brazil's first constitutional assembly since the current Constitution was adopted in 1988 was made after protesters were unmoved by President Rousseff's promise on Friday to fight official corruption by strengthening Brazil's freedom of information act.

The tin-eared proposal underscored one of the major complaints of the protesters ? that Brazil's leaders are out of touch ? and drove tens of thousands of Brazilians back to the street the next day.

So now, Rousseff has come with a bolder proposal. But it will have to address years of anger at a system many Brazilians believes serves politicians and business interests, not the public, if it's to work.?

?Here the politicians only come knocking on our door at election time,? says Neide Sacramento, a house cleaner protesting on the gritty edge of S?o Paulo this morning. ?But once election time is over they disappear. We do not see them again.?

Democratic fervor

This week?s proposal for a constitutional assembly could offer the country a chance to fix its Constitution and address widespread corruption.

"The streets are telling us that the country wants quality public services, more effective measures to combat corruption ... and responsive political representation," Rousseff said Monday.

The Constitution written in 1988 is highly inclusive and ended up allowing an outsized voice for the political fringe. The result has been hundreds of thousands of candidates running in each election cycle, spending billions of dollars of often illegally raised funds amid a scrum of over 20 political parties seeking seats in Brazil's National Congress.

It is common for politicians to then go on and sell their votes in return for government pork or lucrative state appointments. This kind of behavior was on full display last year when the Supreme Federal Court convicted the former leadership of the ruling Workers Party of operating a massive vote buying scheme in congress during the presidency of Luiz In?cio Lula da Silva.

Critics say it is no wonder only 12 percent of Brazilian voters trust congress.

A 'distraction?'

Some have claimed the offer of a plebiscite is nothing more than an effort to deflate the protests, with little concrete plan to move forward or create change.

In order to hold a plebiscite, the National Congress must pass a law authorizing it. But this is the same legislative body that has been sitting on various political reform proposals for years without showing the slightest inclination of bringing them to a vote. A proposal to publicly finance election campaigns has knocked around the Congress for 15 years without ever being called for a vote.

By opting for a process involving a constitutional assembly instead of demanding a vote on existing reform bills, Rousseff has chosen a way ?of distracting the people out in the streets,? said Carlos Velloso, the former head of Brazil's Supreme National Court, in an interview on Brazilian television Monday.

Long-time campaigners for political reform also criticized the president?s proposed constitutional assembly, fearing it could be dominated the country's political parties. ?It would be a way for Brazil?s political elite to dominate the debate,? says M?rlon Reis, director of the Movement to Combat Electoral Corruption (MCCE), a network of over 50 civic organizations dedicated to curbing corruption in Brazil.

At a meeting Monday with Rousseff, the MCCE and other members of civil society demanded that a plebiscite be held within 45 days to decide on which type of change was best for Brazil. Congress would then be asked to vote the most popular proposal into law without the need for a drawn-out constitutional assembly. The president promised to study the idea.

Should that not happen, they have promised to continue a campaign to gather up the millions of signatures needed to turn their own proposal into a constitutionally sanctioned ?popular initiative,? which allows citizens to present bills to Congress for a vote once they have backing from one per cent of the electorate. Given Brazil?s large population, that would amount to almost 1.5 million signatures, but backers of the proposals say they would need more to force it through a reluctant Congress.

The president's proposal might yet be made redundant by a society stirred into action and no longer willing to follow the lead of their political leaders.

Texas senator filibusters against abortion bill

AUSTIN, Texas (AP) ? Wearing pink tennis shoes to prepare for nearly 13 consecutive hours of standing, a Democratic Texas state senator on Tuesday began a one-woman filibuster to block a GOP-led effort that would impose stringent new abortion restrictions across the nation's second-most populous state.

Sen. Wendy Davis, 50, of Fort Worth began the filibuster at 11:18 a.m. CDT Tuesday and passed the halfway mark in her countdown to midnight ? the deadline for the end of the 30-day special session.

Rules stipulate she remain standing, not lean on her desk or take any breaks ? even for meals or to use the bathroom. Colleagues removed her chair so she wouldn't sit down by mistake.

If signed into law, the measures would close almost every abortion clinic in Texas, a state 773 miles wide and 790 miles long with 26 million people. A woman living along the Mexico border or in West Texas would have to drive hundreds of miles to obtain an abortion if the law passes.

In her opening remarks, Davis said she was "rising on the floor today to humbly give voice to thousands of Texans" and called Republican efforts to pass the bill a "raw abuse of power."

Democrats chose Davis to lead the effort because of her background as a woman who had her first child as a teenager and went on to graduate from Harvard Law School.

In the hallway outside the Senate chamber, hundreds of women stood in line, waiting for people in the gallery to give up their seats. Women's rights supporters wore orange t-shirts to show their support for Davis, and Lt. Gov. David Dewhurst had to remind those in the gallery that interrupting the proceedings could results in 48 hours in jail.

To stay sharp, Davis slowly circled her desk, pausing occasionally to read from a large binder on her desk. When a male protester stood in the Senate gallery and shouted, "abortion is genocide," Davis continued talking uninterrupted as the man was removed by security.

If the filibuster succeeds, it could also take down other measures. A proposal to fund major transportation projects as well as a bill to have Texas more closely conform with a recent U.S. Supreme Court decision banning mandatory sentences of life in prison without parole for offenders younger than 18 might not get votes. Current state law only allows a life sentence without parole for 17-year-olds convicted of capital murder.

Twice in the first six hours, anti-abortion lawmakers questioned her about the bills, presenting their arguments that the measure will protect women or that abortions were wrong. Davis answered their questions, but did not give up control of the floor as she stood next to her desk.

"This is really about women's health," said Sen, Bob Deuell, who introduced a requirement that all abortions take place in surgical centers, "Sometimes bad things can happen."

Davis questioned then why vasectomies and colonoscopies aren't also required to take place in such clinics.

"Because I've been unable to have a simple question answered to help me understand how this would lead to better care for women, I must question the underlying motive for doing so."

Davis used up large chunks of time reading into the record testimony from women and doctors who would be impacted by the changes, but were denied the opportunity to testify in a Republican-controlled committee because the chairman said the it was becoming repetitive.

During one heart-wrenching story describing a woman's difficult pregnancy, Davis choked up several times and wiped tears, but kept reading.

A petite woman who stays in shape by jogging and cycling, Davis tried to stay comfortable and sharp by shifting her weight from hip to hip and slowly walking around her desk while reading notes from a large binder on her desk.

Republicans watched her closely for any rules slipup that would allow them to break the filibuster and call the bill for a vote.

The bill would ban abortion after 20 weeks of pregnancy and force many clinics that perform the procedure to upgrade their facilities and be classified as ambulatory surgical centers. Also, doctors would be required to have admitting privileges at a hospital within 30 miles ? a tall order in rural communities.

"If this passes, abortion would be virtually banned in the state of Texas, and many women could be forced to resort to dangerous and unsafe measures," said Cecile Richards, president of Planned Parenthood Action Fund and daughter of the late former Texas governor Ann Richards.

Sen. Dan Patrick, R-Houston, said the Democrats never should have been allowed to put Republicans "in a box" and complained that many in the Senate GOP were "flying by the seat of their pants."

But the bill's bogging down began with Republican Gov. Rick Perry, who summoned lawmakers back to work immediately after the regular legislative session ended May 27 but didn't add abortion to the special session to-do list until late in the process. The Legislature can only take up issues at the governor's direction.

Then, House Democrats succeeded in stalling nearly all night Sunday, keeping the bill from reaching the Senate until 11 a.m. Monday.

Debate in that chamber ranged from lawmakers waving coat-hangers on the floor and claiming the new rules are so draconian that women are going to be forced to head to drug war-torn Mexico to have abortions.

At one point, the bill's sponsor, Republican Rep. Jodie Laubenberg of Spring, errantly suggested that emergency room rape kits could be used to terminate pregnancies.

In a speech last week titled ?Mullahs of the West: Judges as Moral Arbiters,? Justice Antonin Scalia told the North Carolina Bar Association that the court has no place acting as a ?judge moralist? in issues better left to the people. Since judges aren?t qualified?or constitutionally authorized?to set moral standards, he argued, the people should decide what?s morally acceptable.

But does Scalia, whose quarter-century on the bench has marked him as the court?s moral scold for his finger-wagging views on social issues, have a coherent understanding of what it means to say something is or isn?t moral, and of morality?s proper role in the law?

Scalia would have you believe it?s liberal, pro-gay sympathizers who are imposing their own brand of moral laxity on the nation, and unconstitutionally using the courts to do it. His angry dissent in the 2003 Lawrence v. Texas case ending sodomy bans?decided 10 years ago this week?blasted the court for embracing ?a law-profession culture that has largely signed on to the so-called homosexual agenda [which is] directed at eliminating the moral opprobrium that has traditionally attached to homosexual conduct.?

Ever since, Scalia has been railing against the loss of ?moral opprobrium? as a legitimate basis for passing laws. Scalia implies that whatever the people feel should rule the day, constitutional rights be damned. ?Countless judicial decisions and legislative enactments,? he wrote, ?have relied on the ancient proposition that a governing majority's belief that certain sexual behavior is ?immoral and unacceptable? constitutes a rational basis for regulation.? A long string of state laws, he argued, are ?sustainable only in light of? the court?s ?validation of laws based on moral choices,? including bans on incest, prostitution, masturbation, adultery, fornication, bestiality, public indecency and selling sex toys.

Yet as Sandra Day O?Connor pointed out in her concurring opinion in Lawrence, that?s not actually true. At least when you?re singling out a group for separate treatment. ?We have never held that moral disapproval, without any other asserted state interest, is a sufficient rationale under the Equal Protection Clause to justify a law that discriminates among groups of persons.?

Scalia may wish that moral disapproval alone were a legitimate basis to discriminate, but if you read his Lawrence dissent closely, you?ll find evidence that he knows he?s lost that battle: The giveaway is that he nearly always pairs his references to morality with some other asserted state interest. He defends the people?s right to legislate their belief that some forms of sex are ?immoral and unacceptable,? to oppose, by law, ?a lifestyle that they believe to be immoral and destructive,? and to pass public indecency statutes to protect ?order and morality.?

The American legal system, while making some room for moral complaint in law, has nearly always paired it with some more concrete form of harm. According to the legal scholar Diane Mazur, the Supreme Court has, for most of its history, combined reference to morality with other actual harms such as threats to order, health, safety and welfare. It decided cases on the importation of slaves based on the ?health and morals? of the people; it decided whether to permit a civil rights march based on its impact on the town?s ?safety, health, decency, good order, morals or convenience?; and it decided cases about nude dancing based on a state?s interest in ?protecting societal order and morality.?

In each case, ?morality? seems an afterthought?something that legislators or judges throw into the mix to make a point, but never the real basis of law. If what?s really at issue are acts that threaten safety, health, and order, why do people like Scalia keep insisting that mere moral disapproval, rather than preventing harm, should be a constitutionally legitimate basis to limit people?s rights?

The entire anti-gay movement has gotten this memo. Which is why arguments that gay people are sick, disgusting and all-around morally bad have yielded, since the 1990s, to arguments alleging that gays threaten to cause concrete harm to American families and institutions. Of course, many social conservatives, often animated by their religious traditions, still believe homosexuality is immoral. And this view occasionally still appears in arguments against gay marriage, as when the proponents of Prop 8 claimed that the initiative advances ?important societal interests? like accommodating the rights of those who ?support the traditional definition of marriage on religious or moral grounds.?

But these days anti-gay advocates mostly stick to claims of harm, even bending over backward to insist they don?t view homosexuality as a moral issue. Societies have historically restricted marriage to opposite-sex pairs, argued Prop 8?s defenders, ?not because individuals in such relationships are virtuous or morally praiseworthy, but because of the unique potential such relationships have either to harm, or to further, society?s vital interest in responsible procreation and childrearing.?

If you?re obsessed with morality, like Scalia, that approach must be irritating indeed. Scalia seems to reduce morality to feelings and tastes alone. He wants judges to get out of the way and respect that ?people may feel that their disapprobation of homosexual conduct is strong enough? to pass laws against them. White House: Russia has 'legal basis' to expel Snowden

WASHINGTON (AP) ? The White House says Russia has a "clear legal basis" to expel National Security Agency leaker Edward Snowden and is asking them to do so without delay.

National Security Council spokeswoman Caitlin Hayden says even without an extradition treaty, Russia should expel him to face espionage charges in the United States.

Hayden's statement Tuesday came after Russian President Vladimir Putin bluntly rejected the request for extradition and said Snowden is free to travel wherever he wants.

Hayden said the White House agrees with Putin that they don't want the issue to negatively impact their bilateral relations. But she said they are asking for Snowden's extradition to build upon their law enforcement cooperation, particularly since the Boston Marathon bombing.

Cheryan and team sought to prove that the shortage of women in computer science and other scientific fields is not only due to a lack of interest in the subject matter on the part of women. In a first study, 293 college students from two US West Coast universities were asked to provide descriptions of computer science majors. The authors wanted to discover what the stereotypical computer scientist looks like in students' minds.

Both women and men spontaneously offered an image of computer scientists as technology-oriented, intensely focused on computers, intelligent and socially unskilled. These characteristics contrast with the female gender role, and are inconsistent with how many women see themselves.

The way a social group is represented in the media also influences how people think about that group and their relation to it. In a second study, the researchers manipulated the students' images of a computer scientist, using fabricated newspaper articles, to examine the influence of these media on women's interest in entering the field. A total of 54 students read articles about computer science majors that described these students as either fitting, or not fitting, the current stereotype. Students were then asked to rate their interest in computer science.

Exposure to a newspaper article claiming that computer science majors no longer fit current preconceived notions increased women's interest in majoring in computer science. These results were in comparison to those of exposure to a newspaper article claiming that computer science majors do indeed reflect the stereotype. Men, however, were unaffected by how computer science majors were represented.

Giving children non-verbal clues boosts vocabularies

June 24, 2013 ? The clues that parents give toddlers about words can make a big difference in how deep their vocabularies are when they enter school, new research at the University of Chicago shows.

By using words to reference objects in the visual environment, parents can help young children learn new words, according to the research. It also explores the difficult-to-measure quality of non-verbal clues to word meaning during interactions between parents and children learning to speak. For example, saying, "There goes the zebra" while visiting the zoo helps a child learn the word "zebra" faster than saying, "Let's go to see the zebra."

Differences in the quality of parents' non-verbal clues to toddlers (what children can see when their parents are talking) explain about a quarter (22 percent) of the differences in those same children's vocabularies when they enter kindergarten, researchers found. The results are reported in the paper, "Quality of early parent input predicts child vocabulary three years later," published in the current issue of the Proceedings of the National Academy of Sciences.

"Children's vocabularies vary greatly in size by the time they enter school," said lead author Erica Cartmill, a postdoctoral scholar at UChicago. "Because preschool vocabulary is a major predictor of subsequent school success, this variability must be taken seriously and its sources understood."

Scholars have found that the number of words youngsters hear greatly influences their vocabularies. Parents with higher socioeconomic status -- those with higher income and more education -- typically talk more to their children and accordingly boost their vocabularies, research has shown.

That advantage for higher-income families doesn't show up in the quality research, however.

"What was surprising in this study was that social economic status did not have an impact on quality. Parents of lower social economic status were just as likely to provide high-quality experiences for their children as were parents of higher status," said co-author Susan Goldin-Meadow, the Beardsley Ruml Distinguished Service Professor in Psychology at UChicago.

Although scholars have amassed impressive evidence that the number of words children hear -- the quantity of their linguistic input -- has an impact on vocabulary development, measuring the quality of the verbal environment -- including non-verbal clues to word meaning -- has proved much more difficult.

To measure quality, the research team reviewed videotapes of everyday interactions between 50 primary caregivers, almost all mothers, and their children (14 to 18 months old). The mothers and children, from a range of social and economic backgrounds, were taped for 90-minute periods as they went about their days, playing and engaging in other activities.

The team then showed 40-second vignettes from these videotapes to 218 adults with the sound track muted. Based on the interaction between the child and parent, the adults were asked to guess what word the parent in each vignette used when a beep was sounded on the tape.

A beep might occur, for instance, in a parent's silenced speech for the word "book" as a child approaches a bookshelf or brings a book to the mother to start storytime. In this scenario, the word was easy to guess because the mother labeled objects as the child saw and experienced them. In other tapes, viewers were unable to guess the word that was beeped during the conversation, as there were few immediate clues to the meaning of the parent's words. Vignettes containing words that were easy to guess provided high-quality clues to word meaning.

Although there were no differences in the quality of the interactions based on parents' backgrounds, the team did find significant individual differences among the parents studied. Some parents provided non-verbal clues about words only 5 percent of the time, while others provided clues 38 percent of the time, the study found.

The study also found that the number of words parents used was not related to the quality of the verbal exchanges. "Early quantity and quality accounted for different aspects of the variance found in the later vocabulary outcome measure," the authors wrote. In other words, how much parents talk to their children (quantity), and how parents use words in relation to the non-verbal environment (quality) provided different kinds of input into early language development.

"However, parents who talk more are, by definition, offering their children more words, and the more words a child hears, the more likely it will be for that child to hear a particular word in a high-quality learning situation," they added. This suggests that higher-income families' vocabulary advantage comes from a greater quantity of input, which leads to a greater number of high-quality word-learning opportunities.
