Flavor and texture alter how full we expect a food to makes us feel

ScienceDaily (Oct. 30, 2012) ? Low calorie foods may help people lose weight but there is often a problem that people using them do not feel full. New research published in BioMed Central's open access journal Flavour shows that subtle manipulations of texture and creamy flavour can increase the expectation that a fruit yoghurt drink will be filling and suppress hunger regardless of actual calorific content.

There is a currently a debate about satiety, how full low calorie foods and drinks make people feel and for how long, and whether or not they actually make people eat or drink more because the body is expecting more calories than are actually provided. Researchers from the University of Sussex designed an experiment to first see whether or not adding a thickening agent (tara gum) increased the sensation of thickness, stickiness and creaminess of a yoghurt drink, and then looked at how these affected expected fullness and expected satiety.

The results showed that even people who are not trained in food tasting were able to accurately pick up subtle differences in drink texture even though the taste remained the same.

In the second phase of the experiment subjects rated how filling they expected a drink to be by selecting a portion of pasta that they thought would have the same effect on their hunger as drinking a bottle of yoghurt. On average the thick drinks and the creamy drinks were expected to be more filling than the thin or non-creamy versions, and enhancing the creamy flavour of a thick drink further increased expected fullness. However their contributions to expected satiety were not equal -- only thickness (and not creaminess) had an effect on the expectation that a drink would suppress hunger over time.

Keri McCrickerd, who led this study, explained, "Hunger and fullness are complicated issues because it is not just the calories in a food or drink that make it filling. Signals from the stomach are important but so too is how the drink feels in the mouth. In our study both creamy flavour and texture affected expected fullness, but only thickness seemed to affect whether hunger was expected to be satisfied. This may be because thick texture is a characteristic of food that we associate with being full. Consumer expectations are important and our study shows that consumers are sensitive to subtle changes in oral sensory characteristics of a drink, and that thick texture and creamy flavour can be manipulated to enhance expectations of fullness and satiety regardless of calories."

'Focused' Jessica Simpson loses 60 pounds

It's been a less-than-perfect autumn for the Simpson family: On Wednesday Oct. 24, Joe and Tina Simpson (parents to Jessica and Ashlee) confirmed to Us Weekly that they've filed for divorce after 34 years of marriage.

Still, their eldest daughter Jessica Simpson, 32, has so much to buoy her spirits in the midst of her mom and dad's split: An adorable new baby daughter (Maxwell Drew, 6 months), a devoted fiance Eric Johnson -- and slamming post-baby body, one she's painstakingly and healthily crafting step by step.

After gaining 70 pounds during her pregnancy, Simpson -- famously targeted for her weight ups and downs in the past -- is slimming down thanks to the Weight Watchers PointsPlus program and four-times-a-week training sessions with celebrity trainer Harley Pasternak.

"She's so focused and determined," her Weight Watchers leader Liz Josefsberg tells the new issue of Us Weekly, out now. "She's very brave to do this in a healthy, more realistic way."

Indeed, the designer and singer was honest and upfront about her challenge. "My body is not bouncing back like a supermodel," she recently admitted. "I'm just your everyday woman."

But trainer Pasternak marvels at his client's progress and determination. "In over 20 years, I've never seen as consistent a weight loss," he tells Us. "Jessica's right where she needs to be . . . She's gotten so much stronger."

And Simpson is loving the camaraderie with her Weight Watchers pals, too. "It's really encouraging to know we're all going through the same struggle," she says of her weekly weigh-ins.

HTC sees lower revenue, margins in fourth-quarter

TAIPEI (Reuters) - Taiwanese smartphone maker HTC Corp sees around a 14.5 percent fall in revenue in the fourth quarter from the previous three months, worse than analyst forecasts, while its margins will also decline, underlying the challenge it faces to rebuild in the face of stiff competition.

The company said in a statement on Friday that it expects its fourth-quarter revenue to be about T$60 billion ($2.05 billion), down from T$70.2 billion in the third quarter and below expectations of T$74.0 billion in a poll of 23 analysts by Reuters.

HTC also said it expects a gross margin and an operating margin of around 23 percent and 1 percent, respectively, falling from 25 percent and 7 percent in the previous quarter.

The former contract maker has been suffering a sharp decline in its fortunes since the second half of 2011 following a fairytale ride from contract manufacturer to strong global brand with phones based on Google Inc's Android software.

"I see worse shipments in Q4 because there's nothing exciting about HTC's new models; there won't be a high season for it," said Nomura Securities analyst Aaron Jeng, speaking before the announcement.

In the past few weeks, HTC has aggressively rolled out new models to regain market share. It released the "HTC J" targeted at the Japanese market last month and the "HTC One X+", an upgraded version of its high-end flagship model last Tuesday, both running Google's operating system.

Last month, it also introduced two colorful models running Microsoft's Windows Phone 8 software, the Windows Phone 8X and the Windows Phone 8S, among the first in the market.

HTC said earlier this month its third-quarter net profit fell 79 percent, missing forecasts, as its flagship phones failed to keep pace with Apple Inc's iPhone and Samsung Electronics Co Ltd's Galaxy range.

Samsung reported on Friday a fourth straight record quarterly profit of $7.4 billion, largely due to strong sales of its Galaxy smartphones.

Some second-tier smartphone vendors such as HTC and Nokia have been struggling with losses or razor-thin profits, though South Korea's LG Electronics Inc said on Wednesday it shipped a record number of smartphones in the third quarter and the division swung back to a profit.

Shares of HTC closed down 4.8 percent on Friday, while the broader market fell 1.8 percent. ($1 = 29.2500 Taiwan dollars)

Apple posts "Samsung didn't copy iPad" notice in the UK

In compliance with a U.K. court ruling, Apple has posted their "Samsung didn't copy iPad" notice. At least after a fashion. The notice is rather long, and no doubt meticulously crafted by Apple's lawyers. It's also written in anything but laymen's terms. It mentions patents rather than devices, and gets its own back at the end by citing a German court ruling that did find Samsung violated Apple's design, and well as their massive, billion dollar win over Samsung in U.S courts. And yes, they posted it in Arial.

Samsung / Apple UK judgment

On 9th July 2012 the High Court of Justice of England and Wales ruled that Samsung Electronic (UK) Limited?s Galaxy Tablet Computer, namely the Galaxy Tab 10.1, Tab 8.9 and Tab 7.7 do not infringe Apple?s registered design No. 0000181607-0001. A copy of the full judgment of the High court is available on the following link www.bailii.org/ew/cases/EWHC/Patents/2012/1882.html.

In the ruling, the judge made several important points comparing the designs of the Apple and Samsung products:

"The extreme simplicity of the Apple design is striking. Overall it has undecorated flat surfaces with a plate of glass on the front all the way out to a very thin rim and a blank back. There is a crisp edge around the rim and a combination of curves, both at the corners and the sides. The design looks like an object the informed user would want to pick up and hold. It is an understated, smooth and simple product. It is a cool design."

"The informed user's overall impression of each of the Samsung Galaxy Tablets is the following. From the front they belong to the family which includes the Apple design; but the Samsung products are very thin, almost insubstantial members of that family with unusual details on the back. They do not have the same understated and extreme simplicity which is possessed by the Apple design. They are not as cool."

That Judgment has effect throughout the European Union and was upheld by the Court of Appeal on 18 October 2012. There is no injunction in respect of the registered design in force anywhere in Europe.

However, in a case tried in Germany regarding the same patent, the court found that Samsung engaged in unfair competition by copying the iPad design. A U.S. jury also found Samsung guilty of infringing on Apple's design and utility patents, awarding over one billion U.S. dollars in damages to Apple Inc. So while the U.K. court did not find Samsung guilty of infringement, other courts have recognized that in the course of creating its Galaxy tablet, Samsung willfully copied Apple's far more popular iPad.

State zero-rates VAT on wheat, bread | Zambia Daily Mail

GOVERNMENT has proposed to zero-rate bread and wheat for value added tax (VAT) purposes and removed excise duty on some products in various sectors, to reduce the cost of living.
Minister of Finance Alexander Chikwanda told Parliament yesterday that apart from keeping the cost of living in check, the move is also intended to promote domestic production of wheat products and enhance competitiveness.
Mr Chikwanda said during the 2013 budget presentation that the measures will result in a loss of more than K100 billion by government.
?I propose to increase the VAT registration threshold to K800 million per annum from the current K200 million? businesses below this new threshold that have the capacity to meet the necessary accounting requirements for VAT registered suppliers have an option to apply for voluntary registration. Government will save K164.6 billion from these measures.?
He said a standard rate for plastic polymer granules and liquid polymers, synthetic woven bags and block woven bags has been proposed, to promote competition in the production of the products which are currently exempt to tax and that Government will gain K59.6 billion.
Mr Chikwanda said the period within which a tax invoice can be used to make a VAT claim has been reduced from 12 to six months, to streamline tax administration and reduce the risk of tax fraud.
On customs and excise duty, Mr Chikwanda said government has proposed the removal of customs duty on a wide rage of mechanical and electrical machines and tools.
He said the removal of duty has also been extended to medical cameras for surgical examination and other related equipment.
Mr Chikwanda said government has further removed 10 percent excise duty on carbonated drinks and packed water, which will result in affordable drinks.
?This will spur growth in the beverage sector and contribute to the creation of opportunities for forward and backward linkages in the economy and promote employment,? he said.
He said customs duty on locomotives, carriages and rail traffic control equipment has been removed while the measure will also apply to refrigerated fishing vessels, canoes, cruise and ferry boats, among other water vessels.
Mr Chikwanda has extended the move to ambulances and motor cycles and imported modified motor vehicles as provided for in the Persons with Disabilities Act number six of 2012.
?I propose to suspend duty on equipment used for physical exercise, gymnastics and other sports equipment. I am confident that the domestic economy will develop sufficient capacity to manufacture most of sporting equipment. The removal of duty will only be for a period of three years,? he said.
He said the measure has resulted in the treasury putting back K186.2 billion into the Zambian economy.
Mr Chikwanda said tour guide services have also been zero-rated for VAT purposes.

PHILADELPHIA (CBS) ? It?s a Philadelphia high school that has given us Boyz II Men, QuestLove, and Tony Luke.

And alumni of the High School for the Creative and Performing Arts (?CAPA?) were celebrating a milestone today.

?Some of us write, some of us draw.? I can?t dance, but a lot of other people can,? says Theresa Casper Nelson of the CAPA Alumni Association.

CAPA alumni gathered today in front of the Atlantic Building, at Broad and Spruce Streets, where the school began in 1978.

Back then, the classrooms were divided by chalkboards, says founding principal Dr. John Vannoni.

?(It was) the first day of a very long adventure,? he recalls, ?with work going on around us all the time, turning offices into studios.?

Nelson also remembers the humble beginnings.

?They had to be creative in order to be creative,? she tells KYW Newsradio.

A mayoral proclamation read at the sidewalk ceremony honored the 30th anniversary of the school?s first full four-year graduating class, in 1982.

CAPA has been housed since 1997 at the old Ridgway Library, at Broad and Christian Streets.

(AP) ? Friends of coal are certain they know the enemy.

They fault President Barack Obama and his Environmental Protection Agency for new clean air rules they deride as a devastating blow to a multibillion-dollar industry that has been the lifeblood of Appalachia for generations. The agency standards imposed earlier this year tightened limits on existing coal powered-plant emissions while guidelines on restricting greenhouse gases could affect new plants as early as 2013.

Along the rolling hills of this tiny Ohio town ? population just over 5,100 ? campaign signs for judges, state legislators and county officials crowd the neat lawns. As the road curves toward the interstate, one banner overshadows them all: "End the war on coal. Fire Obama."

Barb Swan, who runs Swan's Sport Shop on West Main Street, is a registered Democrat and daughter of a coal miner. She won't be voting for Obama and she won't back Democratic Sen. Sherrod Brown, whom she contends puts the president's energy policies over the interests of his constituents.

"If you have a district that's coal, you fight for coal," argued the 67-year-old Swan.

Obama's moves on clean air and fossil fuels have complicated the lives of Democrats in coal-rich states that count on mining for jobs and economic growth, with incumbents and candidates adopting drastically different strategies to ensure their own political survival.

In West Virginia, where the president is wildly unpopular, Sen. Joe Manchin boasts about his unyielding opposition to the EPA and his confrontations with the administration. In his latest campaign ad, Manchin ? rifle in hand ? alludes to a previous commercial in which he shoots Obama's bill to cap greenhouse gases from coal-burning power plants. The senator says the state has enough coal and natural gas to provide energy and jobs for decades, and "I'll take on anyone who tries to stop us."

In Republican-leaning Indiana, Democratic Senate candidate Joe Donnelly ignored Obama's objections and embraced a House GOP bill to undo the EPA rules. In swing state Ohio, Brown espouses an all-of-the-above energy policy similar to Obama's and dismisses claims of a "war on coal" as Republican talking points.

The White House, for its part, insists that the criticism of its record on coal is unfounded.

"The president has made clear that coal has an important role to play in our energy economy today and it will in the future, which is why this administration has worked to make sure that moving forward we can continue to rely on a broad range of domestic energy sources from oil and gas, to wind and solar, to nuclear, as well as clean coal," said Clark Stevens, a White House spokesman.

The administration points to a 31 percent increase in coal exports and greater flexibility in enforcing the new standards. The economic prospects for coal, Stevens said, "reflect the independent, financial decisions that utilities are making in response to the increase in cheap, abundant natural gas."

Coal's woes do extend far beyond the new EPA rules.

Natural gas is plentiful, less expensive and more environmentally friendly. A rush is on in the same Appalachian towns where coal has been king to claim natural gas mineral rights in the region's Marcellus and Utica shale reserves. Out-of-town lawyers have descended upon the courthouse in the Belmont County seat to pour over decades-old deeds and titles, some dating to the late 1800s, as they figure out which families should get checks.

"The hallways are filled," said Kent Moore, the former Republican Party chairman in Belmont. "They're moving from one county to another."

In 2011, U.S. production of natural gas surpassed coal production for the first time in 20 years, according to the government's Energy Information Administration.

China's economic slowdown and the diminishing demand for the top-grade coal to make steel has affected coal in the eastern United States. Other countries, such as Brazil, are moving ahead with their production.

"It's a perfect storm of bad things that can happen," said Carol L. Raulston, a spokeswoman for the National Mining Association.

But listen to an Obama campaign ad on country radio in eastern Ohio, and coal and natural gas are doing just fine. The spot says coal production is up 7 percent and coal jobs have increased 10 percent during Obama's tenure. Natural gas production is at an all-time high.

His campaign contends that Obama would be better for coal than rival Mitt Romney, and the commercial highlights the Republican saying in 2003 that he wouldn't back a coal-fired plant "that kills people."

Romney accuses Obama of imposing regulations that would "bankrupt" the coal industry. He promises that the United States will become energy independent by 2020 through more aggressive exploitation of domestic oil, gas, coal and other natural resources. The Republican also vows to pursue measured reforms of environmental laws and regulations without impeding jobs or industries.

Anti-Obama commercials on the radio in Ohio use the president's 2008 remark that if someone wants to build a coal-powered plant, they can go ahead, but "it's just that it will bankrupt them." The tagline says "let's cap Obama and trade him for Mitt Romney."

The United Mine Workers of America, which endorsed Franklin D. Roosevelt in 1936, John F. Kennedy in 1960 and Obama in 2008, has declined to back a presidential candidate this year, saying it doesn't see either Obama or Romney offering the best opportunities for its members.

For Manchin, support for coal is personal, business and political commonsense.

In the early morning of Nov. 20, 1968, an explosion at the Mountaineer Coal Co. mine in Farmington, W.Va., killed 78 miners. Among the dead were Manchin's uncle, John Gouzd, and high school friends.

In the years since, Manchin owes some of his wealth to Enersystems Inc., a coal brokerage firm he once helped operate. Manchin's financial disclosure forms in 2009 and 2010 showed operating income of more than $1.7 million.

West Virginia is the second-largest coal producing state behind Wyoming and its mines and plants add up to more than 21,000 underground and surface jobs, according to the Energy Department. Coal mined in Appalachia generates electricity, is shipped overseas and is used in metal production.

Manchin has repeatedly challenged the Obama administration over coal. In 2010, as West Virginia governor, he sued the EPA over its crackdown on mountaintop mining.

"Enough is enough," Manchin said this past June. "The people of West Virginia are tired of the EPA's overreach, and I will do everything in my power to rein in the EPA ? and any agency that oversteps its authority."

The Democrat has consistently voted with Republicans for legislation to roll back EPA rules.

Yet, in the one and only Senate campaign debate earlier this month, Manchin repeatedly had to defend himself against criticism from Republican rival and businessman John Raese, who tied the Democrat to Obama.

"Who controls the environmental rules, that's the executive branch and that's handled by his quarterback, Barack Obama," said Raese, delivering his rhetorical stabs with the smooth voice of a late-night deejay on one of his radio stations. "Joe's heart ... is in the right place. I'm not saying it's not. I'm just saying the team that he's on has no interest at all in helping West Virginia. The only interest they have is getting us out of the fossil fuel business."

Manchin insisted he would fight for coal, no matter what.

"The government should be your partner. It shouldn't be your adversary," he said on the debate stage at Shepherd University in Shepherdstown, W.Va. "It should be your ally and that's what we don't have in Washington and that's what I've been working for. And I'll work with whoever the president. I worked when President Bush was there. I worked with President Obama. I will work with the next president."

West Virginia voters are expected to give Manchin a full six-year term in November. Obama lost the state in 2008 by 13 percentage points and in this year's Democratic primary in May, a convicted felon in Texas got 40 percent of the vote to the president's 60 percent, a fresh reminder of Obama's unpopularity in the state. Romney is expected to handily win West Virginia's five electoral votes next month.

In Ohio, coal is responsible for some 3,000 underground and surface jobs, and generates more than 87 percent of the state's electricity. Ohio is seventh in the nation in coal reserves with 23.7 billion short tons and Belmont County is the leading coal producer in the state, churning out 760 million tons since 1816, according to the Ohio Coal Association.

Power plants that burn coal produce more than 90 times as much sulfur dioxide, five times as much nitrogen oxide and twice as much carbon dioxide as those that run on natural gas, according to the Government Accountability Office, the regulatory arm of Congress. Sulfur dioxide causes acid rain; nitrogen oxides cause smog; and carbon dioxide is a so-called greenhouse gas that traps heat in the atmosphere.

The EPA tightened limits on power-plant emissions of sulfur dioxide and nitrogen dioxide, and placed new limits on mercury, a poison found in coal. That step will force some of the dirtiest and oldest coal plants to close.

Even more disconcerting for the industry is the EPA guidelines that could limit greenhouse gas emissions from new power plants as early as next year.

In Ohio, Brown faces a challenge from Republican Josh Mandel, who at a recent campaign stop eagerly compared the Ohio Democrat's record on coal and energy to Manchin's. He linked Brown to the president.

"Obama is the general in the war on coal and Sherrod Brown is his lieutenant," Mandel said.

Brown defended his record in a brief interview.

"My record on energy is broad," he said. "I think as the president said, 'You look everywhere.' You start by taking away the tax breaks for the oil industry. You hear these Republicans say the president is picking winners and losers on energy and they insist on subsidizing oil, and there's no rhyme or reason to subsidize oil."

Brown wears a canary in a cage lapel pin, which he says "symbolizes to me the role of government in peoples' lives to make things better whether it's mine safety or Medicare or Social Security."

But Mike Carey, chairman of the Ohio Coal Association, doesn't see Brown as a friend of coal.

"You can have very safe miners, but if they can't mine coal, maybe they're going to be selling canaries because they're not going to be mining coal," Carey said.

Movie Review: Does Here Comes The Boom Really Make Us ...

Here Comes the Boom is full of, well, ?boom,? but not the kind of ?boom? that will win any awards. Rather, the film is riddled with over the top comedic antics and wacky characters inserted to distract from the utterly predictable fairy tale dream story it produces. I tend to writhe at the concept of any film that manages to fulfill the dreams of every one of its character, ultimately answering everyone?s prayers with the life that?s been just outside their reach.

In the film, Kevin James, who I do find quite funny, plays Scott Voss, a high school biology teacher who?s lost his lust for life and teaching. He persistently chases the saucy Latin, Salma Hayek, who plays the school nurse, with no return of affection. His life is at stand still until he is moved by an inspiring music teacher, delightfully played by Henry Winkler, who truly believes in the wealth and ability of music to change the lives of its students. After a budget cut meeting, the music program is threatened, and James?s Scott decides that he must do something to raise the money to save it. The answer comes via Scott? second job, a naturalization class where he teaches American history to immigrants working on earning citizenship. There Scott meets Niko, played by the mixed martial arts legend Bas Rutten. With Niko?s help, Scott hatches a scheme: become an MMA fighter, thus earning money whenever he enters the ring ? even if loses.

What makes Here Come the Boom passable entertainment is the charm and energy of its cast. Bas Rutten is a stand out with his over the top friendliness. Kevin James does what he does best, playing a sometimes oafish, yet lovably determined good guy with a snappy wit and a heart willing to take a beating. I will also give him credit for the obvious training he put into this role to make himself believable as a fighter. Unfortunately, it?s just not enough to accept that he could ever really be a contender in Mixed Martial Arts fighting.

Not that believability is one of the film?s chief concerns. Ultimately this is a tale of pandering inspiration: believing in yourself, lead by example, be passionate about life, and all of that. It?s fun and charismatic, but it only really engages the audience on simple terms and predictable, one-liner laughs. But as long as your expectations are for mindless fun, grab some popcorn, a 96 ounce soda, and find your recliner.

Despite the dangers on the road, cycling is cheap and convenient ? in central Rome, where I live, a journey of a couple of miles is often quicker by bike than in a taxi or on a scooter.

Supporters and opponents of the group demonstrated outside the courthouse as lawyers inside revisited the case of the profane Feb. 21 "punk prayer" inside Moscow's premier Orthodox cathedral.

The three women, Nadezhda Tolokonnikova, Maria Alyokhina, and Yekaterina Samutsevich, continued to insist they are innocent of "religious hatred," the charge on which they were convicted in August, and repeated that the 40-second performance in the church was a political protest against the Orthodox Patriarch's public support for candidate Vladimir Putin in the presidential elections.

The appeal judges rejected those arguments, but handed Ms. Samutsevich a suspended sentence after accepting a plea by her new lawyers that she should be treated differently because she did not actually take part in the performance. It was not explained why the fact that Samutsevich was detained by church security before she could take out her guitar and join the other women ? which has been known from the outset ? wasn't taken into account in the original trial.

Supporters of Pussy Riot argue that the entire affair has been a show trial aimed at intimidating dissenters and that the slight correction made by the appeals court is just more political theater.

"The authorities are trying to adjust their image, to look maybe not so tough before the international community," says Sergei Davidis, a lawyer and member of the Solidarnost opposition movement.

"But the political task hasn't changed, and nothing here alters the outcome. The goal of the hard sentence was to frighten activists, reassure Orthodox believers, and reaffirm the alliance between church and state," he adds. "All that remains the same."??

Many public figures, including Prime Minister Dmitri Medvedev, have questioned the wisdom of imprisoning the women, and last weekend the church issued a statement saying they should be granted clemency if they "repent."

Addressing the court Wednesday, Ms. Alyokhina said the group has apologized to religious believers repeatedly, and had no intention of offending worshipers in the nearly empty church. "[But] for us to repent, that's unacceptable. It's a kind of blackmail," she said, insisting that repentance is a private matter and not something for public show.

"We're all innocent ...? the verdict should be overturned. The Russian justice system has been discredited," she added.

In a TV documentary timed for his 60th birthday Sunday, President Putin spoke about the Pussy Riot case, repeating that he played no role in it but thinks the women got what they deserved.

"It is right that they were arrested and it was right that the court took this decision because you cannot undermine the fundamental morals and values to destroy the country," Putin said.

"My first reaction was that they should ask believers for forgiveness and that would have been that.... ? But they kept building it up, and so the whole case ended in the court slapping them with two-year jail terms, so there you have it. I have nothing to do with this. They wanted it and they got it," he added.

But defense lawyer Mark Feigin told the court that Putin's repeated public statements on the case represented "direct pressure from??the organs of power and the press which is controlled by it ... [therefore it is a] violation of constitutional and criminal procedure law."

UK insurers push for seat at regulators' top table

LONDON (Reuters) - Britain's insurers want regulators to appoint more senior figures with industry expertise to correct what they see as an overwhelming preoccupation with the banking sector.

The pressure comes as Britain prepares to scrap its financial services watchdog early next year and replace it with two new bodies: the Financial Conduct Authority (FCA) and the Prudential Regulation Authority (PRA), part of the Bank of England.

"It is absolutely vital the PRA and the Bank of England have people at the very top who understand the insurance industry they will be regulating," the Association of British Insurers (ABI) said on Thursday.

Insurers accuse regulators of focusing almost exclusively on the banking sector since it sparked the global financial crisis in 2008, increasing the risk that rules designed for banks could be imposed across the entire financial services industry.

Some insurers say that the British government's neglect of the insurance sector is also reflected in its failure to have a decisive influence in talks over Europe's new Solvency II capital rules, which are expected to usher in more onerous requirements for much of the industry.

"The naughty child is getting all the attention," said Bronek Masojada, chief executive of London-listed insurer and reinsurer Hiscox. "The bankers got it so wrong that that is all anyone can think of at the moment."

PROTEST LETTER

Masojada said that the Bank of England should appoint a deputy governor responsible for non-bank finance firms so that insurers and fund managers have a voice in the new regulatory landscape.

"The view of the insurance sector is that if the organisation is run by a small number of people who are just central bankers and economists, then yet again it will be banking uber alles," he said.

Insurers have been lobbying the government and regulators to improve their understanding of the industry, and a group of insurance executives have outlined their concerns in a letter to Finance Minister George Osborne, industry sources said.

The Financial Services Authority denied that insurers were being overlooked.

"The FSA recognises the vital importance of the insurance industry and will continue to proactively engage with firms to ensure they understand and are a major part of the regulatory changes taking place," a spokesman said.

The PRA, tasked with making sure financial services firms do not run the risk of going insolvent, is due to publish details of how it will regulate insurers later this month.

Insurers worldwide are battling for an exemption from new rules being drawn up by regulators from the G20 group of countries aimed at preventing big financial institutions from destabilising the economy if they collapse.

The G20's regulatory task force has identified 48 big insurers for potential inclusion alongside leading banks on a list of "systemic" financial institutions that could be forced to hold extra capital.
